Understanding 2026 Import Tariffs

Import tariffs have fundamentally changed in 2026. Unlike the previous system where tariffs replaced each other, the new system stacks multiple tariffs on top of each other, dramatically increasing the cost of imports, especially from China.

How Stacked Tariffs Work

For China imports, you now pay three separate tariffs that add together:

  1. Base MFN Tariff: Traditional trade tariffs (varies by product)
  2. Section 301 Tariff: 25% on most goods, 7.5% on some electronics
  3. Reciprocal Tariff: 100-145% depending on product category

Total rates range from 110% to 170%+ depending on product category. For example, electronics face ~110% (due to a lower Section 301 rate), while clothing can reach 170%+.

The End of De Minimis

Before August 2025, imports under $800 were duty-free under the "de minimis" rule. This exemption has been eliminated, meaning ALL imports now pay duties and fees regardless of value.

Country Comparison Strategy

Smart importers are diversifying away from China to countries with more favorable trade status:

  • Mexico/Canada: 0% tariffs for USMCA-qualifying goods
  • Vietnam: Only base tariffs + 10% reciprocal (currently paused)
  • EU/India: Moderate tariff rates compared to China

Additional Fees

Beyond tariffs, all imports pay:

  • Merchandise Processing Fee: 0.3464% of value ($31.67 min, $614.35 max)
  • Harbor Maintenance Fee: 0.125% of customs value

Frequently Asked Questions

How do import tariffs stack in 2026?

Import tariffs now stack (add together) rather than replacing each other. For China imports, you pay: Base MFN tariff + Section 301 tariff (25% most goods, 7.5% some electronics) + Reciprocal tariff (100-145% depending on product). Total rates range from 110% to 170%+ depending on product category.

What happened to the $800 de minimis exemption?

The de minimis exemption was eliminated in August 2025. Previously, imports under $800 were duty-free. Now ALL imports are subject to duties and fees regardless of value. This calculator shows what your shipment would have cost before this change.

Why are tariffs so high on China imports?

China imports face three stacked tariffs: (1) Base MFN tariff rates, (2) Section 301 tariffs imposed during the trade war, and (3) New reciprocal tariffs implemented in 2025-2026. These tariffs are punitive measures designed to encourage domestic production and sourcing from other countries.

How do Vietnam and Mexico compare to China?

Vietnam faces only base MFN tariffs plus a 10% reciprocal tariff (currently paused). Mexico and Canada qualify for 0% tariffs under USMCA for qualifying goods, or 25% for non-qualifying goods. This makes them significantly cheaper than China for most products.

What fees apply beyond tariffs?

In addition to tariffs, you pay: Merchandise Processing Fee (0.3464% of value, minimum $31.67, maximum $614.35) and Harbor Maintenance Fee (0.125% of value). These fees apply regardless of country of origin.

Are these rates accurate?

These are estimated rates based on current 2026 tariff schedules and typical product classifications. Actual rates may vary based on specific product codes (HTS), trade agreements, and policy changes. Consult a licensed customs broker for exact duties on your specific products.
